PurposeThe Foundation is a non-profit 501(c) (3) organization, created with purpose and dedication to strengthen, support and enhance the Philomath community and its environs. The Foundation provides citizens and organizations with a quality of life-style through acquiring financial gifts, grants and donations and estate endowments benefiting our aggregate Philomath community. These funds are used by community groups, neighborhoods, city and civic club sponsored activities that fortify, support and improve our community and encourage citizen participation in performing these activities. |

The Philomath Community Foundation was formed at the request of local citizens who believed there was a need for a foundation that could receive grants, gift endowments and trusts that would to be used for community improvements and projects that would benefit the citizens of the greater Philomath area.
The Community Response Team (CRT) formed in the early 1990's and the Philomath Project Year 2000 committee determined, through a series of meetings, to unite. Using the existing non-profit status of the Philomath 2000 organization, the name was changed to Philomath Community Foundation. New by-laws were established, the Mission and Purpose statements were amended and the executive structure was modified. The new nine person Board of Directors commenced meeting in 1999 and has successfully transformed into an organized funding source for various projects, serving a variety of volunteer groups in and around Philomath. |

The objective of the Philomath Community Foundation’s (PCF) investment activity is to preserve its capital and maximize its return consistent with an appropriate risk. Investments are made in order to position the PCF for optimal investment success and long-term sustainability. Currently, the target portfolio established by the PCF is to maintain a mix of stocks and bonds/cash to achieve the Foundation objectives. This mix will vary depending on the market conditions. As a minimum, the PCF should, after preservation of capital, invest to earn returns sufficient to provide the annual charitable distributions plus the operating expenses of the Foundation. The PCF has an investment committee to oversee the Foundation's investments and make recommendations to the PCF Board periodically as to the performance of the investments and whether a change in the portfolio mix is recommended. |

The Philomath Community Foundation consists of two funds, a scholarship fund and a community fund. The primary purpose of the community fund is to make contributions to groups that provide services in the Philomath Area. The grants made will focus on the following areas: |

The Philomath Community Foundation currently operates with an eleven person governing Board of Directors with each director serving a three year term. Area residents, business men and women and other professionals sit on this Board. We meet monthly to hear community presentations, review current funded projects, and discuss new grant applications. All projects funded by the Board must first meet the Foundation's criteria. Board of Directors
| Joseph Malcom, President | Joe grew up in South Benton County and worked in the banking industry for 38 years, retiring in March of 2008. He has lived in the Philomath area since 1973 along with his wife and family. His professional career was primarily centered in Corvallis and Philomath, allowing him to be very involved with community civic activities. |  | Neal Peterson, Vice President | Neal Peterson has lived in the Philomath area for 34 years, is married to Johanna and has three children who graduated from Philomath High School. He is a graduate of Oregon State University in Civil Engineering and was president/general manager of Devco Engineering in Corvallis before retiring in 2006. | 
| Steve Kearsley, Treasurer | Steven is one of the founders of the Philomath Community Foundation and remains one of its strongest advocates. He is a Certified Public Accountant and retired from a career in the investment management industry. Steve serves on two mutual fund and several non-profit boards.

| Cheryl Black, Secretary | Cheryl Black is a graduate of Oregon State University in Child Development and Family Studies. She has spent 25 years in management of non-profit organizations, specializing in fund development. Cheryl was director of Philomath Youth Activities Club during its successful campaign to construct their youth center in Philomath. |

| Chris Gerding, Director | Chris Gerding has lived in Philomath for twenty-nine years and has taught Health and Physical Education for thirty-two years. She enjoys volunteering in the community. |
| Rod Harvey, Director | Rod began his career in the Philomath School District as a teacher in 1971. He served as principal of Philomath Elementary, Blodgett and Kings Valley schools for a number of years. During the year prior to his retirement in 2004, he served as superintendent. Rod resides in Philomath with his wife, Doris, and they have two grown children, Amy and Andy. | 
| John Mayse, Director | Elaine and John Mayse moved to the Philomath area in the mid-1970’s and have recently retired. They have two sons who received their education (k-12) in the Philomath School District.

| Karla Robbins, Director | Karla and her husband, William G. Robbins, lived in the Philomath area for twenty six years, raising two children who graduated from the Philomath Public School system. As a Juvenile Court Counselor for Benton County, Oregon, Karla has served children and families in this capacity for over twelve years. | 
| Pete Tuana, Director | Pete has been the Superintendent of the Philomath School District in Philomath, Oregon since 2004. His background includes district and site level administration as a principal, as well as leadership in Special Education, Technology and Student Services. He has teaching and counseling experience at the high school level. Pete’s passion is to create schools that engage all students and provide them meaningful skills and knowledge for success. |
